  7. Remove the corned beef from its package and rinse thoroughly under cold water to remove excess salt and brine. Pat dry.

  9. Place the corned beef in a large pot or Dutch oven, fat side up. Add onion, garlic, bay leaves, and peppercorns.

  11. Cover the meat completely with water (and beer or cider if using), ensuring it is submerged by at least 1 inch.
