  1. Combine ingredients for the sauce in a bowl and set it aside.
  2. Heat cooking oil in a large pan over medium-high heat. Sauté the onion until softened, about 3 minutes.
  3. Add garlic and ginger and cook for about 30 seconds.
  4. Add the beef, break it up and cook until browned, about 5 minutes.
  5. Once the beef has browned, add half of the sauce to the beef, stir-frying to evenly coat.
  6. Add the cabbage, carrots, and red pepper flakes; continue cooking while stirring until the cabbage is wilted. Taste and season with salt and pepper, if needed. Stir through the remaining sauce. Serve warm.
