Note, these instructions are written assuming the standard serving size, since you have modified the number of servings, these steps may need to be modified for best results
  1. In a 4 quart Dutch oven cook ground beef, onion, and garlic until meat is brown and onion is tender; drain fat.
  2. Stir in beans, undrained tomatoes, tomato sauce, water, chili powder, basil, and black pepper.
  3. Bring to boiling; reduce heat. Simmer, covered, for 20 minutes, stirring occasionally.
  4. If desired, top each serving with cheese and/or sour cream.
